Personality
Being both an athlete and a scientist Jay's personality is on a firm middle ground. In high school he wasn't a typical jock and was when he wasn't at practice he either had his head stuck in a science text book. Jay is focused and serious when he is doing work on his own, however, he also likes to be social and living a normal life.
Garrick's normal clothes are just a regular shirt and jeans. He will often talk to anyone he is around. His social nature helped him when he started being a hero and the police of Keystone City are on good terms with "The Flash". While technically being the kind of hero he looked up to in comic books Garrick doesn't consider himself heroic. Crimes in real life don't have the same glamorous nature of his old comics.
When it comes to science and fighting crime, Garrick tends to treat the two with the same perception. While he can not plan for every variable in a crime he quickly learned how access situations and react to them. Jay can also be charming and can easily get people to like him in his own subtle way.
Jay is idealistic to a point, he believes that one day he will be able to save the day and give everyone a happy ending just like the hero's in the comic books. While he is smart enough to know that it doesn't happen that way, he still has hope for it.
Abilities:
Super-speed: Jay Garrick could run and move his limbs at superhuman speed. Jay is able to run so fast that he is able to run on water or on buildings. Without the speed-force, he can run at the speed of sound. However, with the speed force, he can run near or at the speed of light.
Speed force aura: The speed force aura surrounding Jay Garrick that protects him from being killed or affected from the speed that he is running at.
Increased processing of information: Jay Garrick can process information at super-speed, allowing him to react at super-speed.
Decelerated Aging: His absorption of chronal energies early in his career, decreased the effectiveness of time and age on his body slightly.
Vortex Creations: By running in a circle at a certain speed, Jay Garrick is able to create a vortex with a variety of affects.
Phasing: Jay can vibrate his molecular structure to pass through solid objects.
Equipment:
Jay's costume consists of his father's World War I helmet, a red jumper with a lightning bolt symbol on the chest, blue trousers and winged shoes. The winged helmet and shoes are inspired by the God of speed, Mercury. The red jumper is inspired by his Middleton university football jersey, with a lightning bolt on it rather than the Middleton M. He also wears a black mask to cover his eyes, partly as a disguise and partly to protect his eyes from dust, bugs, or other particles at super speeds.
Jay's helmet can be used as more than a trendy piece of head wear, Jay can use the helmet as a throwing disc or Jay can also use the helmet as a shield.
Weaknesses:
Other then his speed, Jay is human. Although he can react to firing bullets much faster then a normal person and dodge them, he would have to either see or hear the guns being fired and from what direction to avoid them.
Background:
When Jason Peter "Jay" Garrick was a young boy he read many pulp magazine stories all about a super-fast hero named Whip Whirlwind. Little did that young Jay Garrick know that one day he would gain the same super powers as his childhood hero, Whip Whirlwind. Jay Garrick attended Midwestern University in Keystone City.
Jay double majored in both physics and chemistry. Jay was also a really big football star. He was conducting an experiment in his junior year, the experiment he was conducting was an attempt to purify hard water without any residual radiation in a cyclotron. Jay worked late into the night, as it got very late he began to get tired. So he sat back and enjoyed a relaxing cigarette but as he leaned back on his chair, he knocked over the whole apparatus, releasing dangerous, intoxicating fumes.
These fumes knocked out Jay Garrick. Jay lays in bed for weeks in a state between life and death. Shortly after he awakes he sees the young woman whom he had been pining after for a while, Joan Williams, outside his window. In his anxiousness to meet her, he speeds down the stairs past the other patients in the hospital like a hurricane, learning then that what the doctor had said that he would be the fastest thing that ever walked on Earth was indeed correct.
When Jay Garrick learned of the powers he had gained he put them to good use on the football field. It was whilst courting a young woman, Joan Williams, that he witnessed a drive-by attempt on her life. Jay quickly sprang into action to save the life of Joan Williams, Jay caught the bullet and saved the girl. Jay then learns that this was all part of a scheme, plotted by the Faultless Four to get Joan's father, whom they have captured, to talk, to tell them of his secret base of the atomic bombardier.
Jay tracks down the hideout of the Faultless Four and saves Joan's father. He is later confronted once again by the Faultless Four. Jay easily gets the upper hand on them and as they retreat he follows them. Sieur Satan sets off a trap to kill the Flash but the Flash is too fast and it only results in killing the other three members of the Faultless Four. Sieur Satan attempts a get away in a car but once again the Flash is too quick, forcing Sieur Satan off the road and into a chasm where Sieur Satan falls to his death. Thus began the heroic super-hero career of The Flash.

Jay Garrick was in his lab trying to do some research on how his failed experiment gave him super speed. Soon he started hearing police siren's in the distance. After a long day of being unable to recreate his original experiment's failure in a controlled setting Jay welcomed the distraction. He then grabbed his helmet and quickly changed into his costume.
He then turned the police scanner radio he had up in volume. As he listened to the situation he spoke to himself about it and quickly made a plan.
"There are three robbers who have taken two hostages. All three robbers have pistols and the hostages are one woman and a teenage boy. I am going to need to run in and out of the building a few times to confuse them."
When Garrick got there three police cars were outside. Very quickly the were set up outside with guns ready for the worst possible scenario. Garrick had run up a nearby building and looked down at the scene with binoculars. It was time for "The Flash" to finally be the hero he always wanted to be. After taking a deep breath he went running into the building with the door chime going off four separate times. The first two were to rescue the boy and the second two were to rescue the woman.
"Now that I got the hostages free those three are looking nervous and the police are moving in. I need to get their weapons away before anyone gets hurt."
With that Garrick went running off to try and save the day more completely. The Flash had made his debut. With a smile he knew that his life was going to be a lot more interesting from now on.
